 9.1  Background:  NATO forces stationed at the air bases and ports in Norway serve as a vital block
to Soviet operations in the Norwegian sea.  They can also attack Soviet units in transit as they attempt
to reach the open Atlantic. 
A Soviet occupation of one or more bases not only reduces this threat to their forces,
but also provides forward bases for their aircraft and ships. 
Submarines will have their transit time back to base shortened by days, and short-ranged tactical aircraft
can be used much more effectively. 
It is important to NATO that any Soviet amphibious assault force be weakened before it lands. 
If NATO forces can sink enough troopships the Soviets will not be able to expand the beachhead,
and Soviet naval assets which are needed elsewhere will be tied down supporting their land forces.

9.2  Blue Orders:  You are COMNORNORTH, the NATO commander of all Norwegian forces
in the northern half of the country.  Intelligence has warned you to expect an amphibious assault
by the Soviets somewhere along the coast.  Use the forces at your disposal to locate and attack
the invasion forces.

9.3  Intelligence Brief:  The Soviets are believed to be massing amphibious shipping and surface combatants
for an assault against the coast of Norway.  The attack will be against one of three locations: 
Narvik, Andoya, or Banak.  It will probably be preceded by air raids on military installations all along the coast. 
The force will be escorted by at least one Kirov and Kiev class unit and will be supported by submarines as well. 
At least ten warships have been detected, along with at least six amphibious and merchant ships.

9.4  Minimum Victory Conditions:  Prevent the Soviet assault of our bases by destroying a significant portion
of the amphibious attack force.  Amphibious landing ships and the Kirov and Kiev are the priority targets.
